What that means
If you only have a PS4 or Xbox One, Rockstar has not offered an official path. No announced downgrade, no cloud date.
Cross-play, cross-save, and a PC edition are still open questions. This site will not claim they exist.
PC specs, FPS, and per-console resolution only count when Rockstar, Sony, or Microsoft publish them. Any “RTX 4090 / 4K 60” chart right now is a guess.
